Problema conexiune IP-uri

Salut. Am o problema (pot zice destul de grava). Nu mai pot avea nici un fel de tangenta cu IP-urile ce incep cu 93. De cam o saptamana. Daca dau ping catre orice IP cu 93. imi da timed out. De pe VPS imi merge perfect. Cu VPN pot intra pe site-uri gazduite pe IP cu 93. pot da ping pot orice. De pe IP meu nu mai pot avea nici un fel de conexiune cu ele. Mentionez ca am dat mare "flud" unui astfel de IP (acum mai mult timp), dar nu cred ca de aia nu mai pot avea conexiuni cu clasa aia. Cum pot rezolva?
