when visited i get just a blank Page. what have i not done ?

Am little confused at the panel files. how can i access the admin panel to see reports ? i have edited files as instructed but i can not find install file for installation as we have in old panel. also i can not locate admin login page to access reports. anyone here can help me pls. config.php is edited ok. and urls.php edited ok too
