Will they be able to see the number of the phone I am running the un chipped phone from. I want to run it from my personal phone with vpn and a vpn on the un chipped phone

For example if I run a phone with no chip from the hot spot of another phone with a vpn will anyone be able to tell where I am running the phone with no chip from ?
