Please go to the recently deleted folder on iPhone. It holds backup all the deleted photos in last 30 days.

it checked and nothing, it seems that I didn't have a backup on my iTunes, will I lost my photos forever?  or is there other way that can recover my deleted photos without backup?

It's still possible to recover the photos as deleted data is still stored on iPhone. The first thing is to stop using the phone to prevent new data overwriting the deleted data. Here is the guide: How to recover deleted iPhone photos with backup

Firstly, check out your iTunes backup, even if you think you have not backed up them before, you can link your iphone to the pc and  find you recent backup.

If this hasn't worked, you can try other ways, there are also data recovery tools for you to choose to recover deleted iphone photos.

To restore photos, in fact, the deleted lost photos can still be recoverable if they were not overwritten by newly created data, so, you should stop using your device once you found the data was deleted or lost by mistakly. And try some free or paid data recovery software to scan your phone device (Internal memory). there are some recovery tool that i recommend to you, like Mobiledic, Andropidsoft, aisesoft, dr.fone and more...
